L’Associació cultural
dels Drets del Poble Amazigh a Catalunya envia una carta al president del
Parlament Europeu, Antonio Tajani, i a tots/es els/les presidents/es dels grups
parlamentaris del Parlament europeu, Manfred Weber; Ska Keller; Gabriele
Zimmer; Udo Bullmann; Syed Kamall; Nigel Farage; Guy Verhofstadt; Philippe
Lamberts; Nicolas Bay; Marcel degraaff per demanar-los una oportunitat a la
gent del Rif, concidint el Premi Sajarov a l'activista rifeny Nasser Zefzafi

per a l’estabilitat

Perquè
Nasser Zefzafi i el conjunt de la població rifenya van sortir al carrer a
protestar pacíficament?
Per
contestar aquesta pregunta no només hi trobem, la història que també podria
explicar la situació que es viu ara mateix, però Zefzafi en nom de les masses
populars va concretar i va posar les prioritàries en dossier de necessitats
econòmiques, socials, i la fi de la militarització del Rif (tothom qui vulgui
pot accedir a visibilitzar-lo detalladament per internet),
però abans d’exposar les reclamacions de la societat rifenya, hem de fer referència
als greuges que hi pateix, en aquest sentit podríem destacar que al Rif se
registra la taxa més alta de casos de càncers de tot el Marroc, La taxa més alta
d'atur sobre tot el juvenil, la manca o la inexistència de
infraestructures i serveis bàsiques (hospitals, universitats, vies de
comunicació...), una taxa de analfabetització molt alta.
Aquestes
necessitats fan que la població és forçada a l’emigració i a buscar oportunitats
fora de les seves terres, en aquest cas el Rif és la procedència de la majoria
dels emigrants Marroquins a Europa i al món.
El Moviment
Rifeny que es va articular després del tràgic assassinat del peixater Mouhcine
Fikri en un camió d’escombrera, va ser la gota que va vessar el got, perquè ja
no es podia continuar amb aquesta situació límit, i l’Estat del Marroc no va
respondre amb un diàleg constructiu amb els representants del moviment i Nasser
Zefzafi va ser i és l’únic que ha guanyat la confiança de les masses populars
rifenyes, la única resposta que va oferir l’Estat del Marroc va ser l’empresonament,
segrestos i més militarització ( El Rif és l’únic territori militaritzat per
llei del Marroc, Decret 1958), més de 2500 joves empresonats, tota una
generació, ara mateix les presons del Marroc plenes de persones d’origen
rifeny, milers ja son a Europa, alguns reconeguts pels Estats europeus com a
exiliats polítics, la emigració ja no només es fa amb les pasteres, ara també
amb llanxes Phantom.
Per una banda
les remeses dels emigrants rifenys són en la majoria l’únic sostén de supervivència
de les famílies rifenyes, i són una font d’entrada de divises per a les arques
de l’Estat molt important, els fons de cooperació que rep el Marroc d’Europa
per invertir en el Rif sovint van a altra lloc o no arriben els necessaris...la
població rifenya és la que més paga d’imposts a l’Estat, però el Rif sempre absent
de les polítiques d’inversió i ciutadania de l’Estat... El Rif de cara l’Estat
del Marroc és una terra hostil, no acull cap institució de l'Estat, i a més
desconfia de les persones d’origen rifeny per els alts càrrecs de poder de
l’Estat... L'Estat del Marroc considera els rifenys com a marroquins de cara a
la opinió International, però a l’interior els fets corroboren que son discriminats,
per exemple la manca de inversió pública és minsa, i s'obstaculitza la privada
Per altra
banda el Rif també acull molta immigració tant del mateix Marroc com de subsaharians,
però no fa cap acció o inversió tenint en compte aquesta realitat.
Finalment, voldríem
que Europa apostes per una solució a aquesta situació, i que forci el Marroc a
aturar la repressió i la persecució de les persones d’origen rifeny, perquè
també en serà beneficiaria d’una estabilitat al Rif i al conjunt del Marroc. Insistim
que cal un diàleg entre les parts, però s’han de respectar els drets humans de
la població rifenya. Europa pot mirar a un altre lloc i fer com si no passa
res, però la història no perdonarà tota aquesta injustícia i la jutjarà com a
còmplice d'aquest crim que és fa contra un poble que només vol viure en dignitat.
Europa té
una oportunitat atorgant el premi Sakharov per a l’activista Nasser Zefzafi, i
així contribuirà a una solució política i podria fer de mediador i de
conciliador entre totes les parts.

Why did Nasser Zefzafi and the whole population of
Riffian go to the streets to protest peacefully?
To answer this question, we can not only find the story that could also explain the situation that is being lived right now, but Zefzafi, in the name of the masses, concretized and placed the priorities in a dossier of economic, social needs and the end of The militarization of the Riff (everyone who wants can access to see it in detail online), but before exposing the claims of the Riffian society, we must refer to the grievances that suffer, in this sense we could point out that the Rif is It registers the highest rate of cases of cancers throughout Morocco, The highest unemployment rate on the youth, the lack or absence of basic infrastructure and services (hospitals, universities, communication channels ...), one very high illiteracy rate.
These needs make the population forced into emigration
and seek opportunities outside their lands, in this case Riff is the source of
most Moroccan emigrants in Europe and in the world.
The Riffian Movement that was articulated after the tragic murder of the fishmonger Mouhcine Fikri in a rubbish truck, was the drop that poured the glass, because it was no longer possible to continue with this limit situation, and the State of Morocco did not He responded with a constructive dialogue with the representatives of the movement and Nasser Zefzafi was and is the only one who has won the confidence of the popular Riffian masses, the only response offered by the State of Morocco was imprisonment, kidnappings and more militarization (The Riff is the only territory militarized by law of Morocco, Decree 1958), more than 2500 young people jailed, an entire generation, now the prisons of Morocco full of people of Riffian origin, thousands are already in Europe , some recognized by the European states as exiled politicians, emigration is not only done with the pits, now also with Phantom boats.
On the one hand, the remittances of the Riffian immigrants are in the majority the only survival support of the Riffians families, and they are a source of foreign exchange for the very important State coffers, the cooperation funds received Morocco from Europe to invest in the Rif often go to another place or do not reach the necessary ... the Riffian population is the highest paying state tax, but the Rif always absent from investment policies and Citizenship of the State ... The Riff in the face of the State of Morocco is a hostile land, it does not host any state institution, and in addition to distrust of the people of Riff origin by the high positions of power of the State, State ... The State of Morocco considers the Riffians as Moroccans in the face of the opinion of the International, but in the interior the facts confirm that they are discriminated against, for example the lack of public investment is low, and the private one is obstructed
On the other hand Rif also welcomes a lot of immigration from both Morocco and sub-Saharan Africa, but it does not do any action or investment considering this reality.
Finally, we would like Europe to bet on a solution to this situation, and to force Morocco to stop the repression and persecution of people of Riff origin, because it will also be the beneficiary of stability in the Riff and in Morocco as a whole. We insist that a dialogue between the parties is necessary, but the human rights of the Riffian population must be respected. Europe can look elsewhere and do as if nothing happens, but history will not forgive all this injustice and will judge it as an accomplice of this crime that is against a people who only want to live in dignity.
Europe has an opportunity to award the Sakharov Prize for activist Nasser Zefzafi, and thus contribute to a political solution and could act as a mediator to reconcile the parties to the conflict.
